3,5 petrol tank static pressure
I've done a search but found nothing specific:
should the fuel tank be under positive pressure?
ie. when you open the tank filler cap, should there be a hiss of escaping over pressure?
or should it be zero pressure?

That is normal, it is part of European emissions standards that the petrol vapour from the tank is burnt though the engine combustion and not released into the atmosphere. The positive pressure in the tank is part of mitsusbishi design.
