I recall from my gen2 that the center console 12v socket is fed from the harness that feeds the rear A/C controls. If the rear A/C controls aren't working then the harness socket is probably unplugged.
My rear 12v socket didn't have a fuse behind it but the wiring was very inadequate for high current.
