Engin Oils And "Muties"

Guys,
After much discussion about additives to diesel and oils I have the following
Met a guy today whilst at the garage waiting for my van (sorry not the PJ but Toy)
We started talking like I always do out of interest and came to the subject of his "wonder mutie" I sommer call it sunlight liquid. Suppose some of you have seen it before
It is a liitle square block of something , looks and feels like soap and even smells like soap. So I we talked and talked and talked and...... eventually I popped the question
So what this stuff is supposed to do is break the surface tension of the diesel or petrol and thus makes it easier to "digest" much like Brooklax for fuel. After a few seconds his reply was- yes more or less

One other thing we discussed was oils and he mentioned he sells Fuchs Oil and apparently it is a full senthetic oil which I know it is widely used in the mining sector as well as agriculture sector. Anyone familiar with this oil and your views
