Pajero low idling with A/C on

Hi
When the A/C is off idling is about 900 , when A/C is turned on idling drops to about 300 -400 , while it should climeb to about 1000 to compensate , does the idling control valve need cleaning ?

Andre best check if it is working at all.
I can not tell you how to test it though maybe someone here will know.
