Timing of Fuel Pump DI-D 2002

Dear Friends, greetings from Central America. I have a question for you all, my fuel pump can only work if it's timed 2 gear teeth ahead, I've tryed on 0 and 1 but no response. Two grear teeth ahead works fine except for a strong itchy smell of the smoke, some times white in the morning. I have recently change the GE governor my self but still the same. Do you have any ideas? Thank you!!!
