One for the engineers - mock-up to final product

Ok, hypothetically speaking...
Lets say I have a mock up of a project, made out of cardboard or plywood (in this case a bumper). It's basically an exact replica.
Now, the mockup was made up of all sorts of bits and pieces glued together. How does one translate this into an exact cutting and bending plan to take to the steelworks to cut and bend? How does one decide what bits should be bent, and which should be welded? How does one specify the angles and stuff for the bends?
Just trying to work out the steps from concept to final product?
I have several projects in mind, not just for the Pajero, but for other things as well.
